have an air cooler currently using the lga2011 cpu would like to use that again if possible, looking at the mounting bracket it has holes for a smaller fit.
assuming you bought your cooler at the same time as your x79/99 rig, your cooler will not fit unless the manufacturer has made an am5/lga 1700 mounting kit.

budget around £400
AM5 gonna cost you around the £440 mark with 32gb of DDR5.

7600 comes with a stock cooler so you can get one later if yours don't fit..

My basket at OcUK:

Total: £442.92 (includes delivery: £3.99)

i will ditch the cooler and go AIO
With your very tight budget I'm not sure that makes sense, because it would have a big impact on what you can buy. A phantom spirit or peerless assassin is £35 and it outperforms many AIOs.

I'd consider a 12600KF (they're on sale just over £150) and a B760 motherboard like MSI's B760-P, or if you want DDR5, B760 Gaming Plus or B760 DS3H DDR5.
